Short answer
EverBank Stadium follows the NFL clear bag policy: a clear bag up to 12 by 6 by 12 inches, a one-gallon bag, or a clutch up to 4.5 by 6.5 inches. Each ticket holder can bring one sealed plastic water bottle of 16.9 ounces or less. Umbrellas, strollers, seat cushions and laptops are banned.

Bag policy in detail
Bags must be all clear plastic, vinyl or PVC, no larger than 12 x 6 x 12 inches, with no hardware or decor hiding them, or a one-gallon clear freezer bag. A small clutch up to 4.5 x 6.5 inches can come in with one of the clear bags. All other bags are prohibited. A clutch, bag or wallet no larger than 4.5 x 6.5 inches is allowed. Any other purse is prohibited. The pages do not mention backpacks.

Food and drink
Outside bottles and beverages are prohibited, except one factory-sealed plastic bottle of water of 16.9 ounces or less per ticket holder. The Jaguars page says two bottles, so the two pages differ. Coolers and containers, cans and cups included, are prohibited, apart from the current season souvenir cup at Jaguars games. The pages do not mention outside food.
Cameras and electronics
Cameras with detachable lenses, or lenses longer than six inches, are prohibited. Video equipment and tape recorders are not allowed either. Sticks and poles, selfie sticks included, are prohibited. The pages do not mention tablets and power banks.
Strollers and family items
Strollers and infant carriers are prohibited. Exceptions are made for all medically necessary items after proper inspection.
Umbrellas, blankets and comfort items
Umbrellas are prohibited. Seat cushions are prohibited, and the Jaguars page adds chairs. The pages do not mention blankets.
Signs, flags and fan items
Handheld signs are allowed if they are appropriate, event related, no larger than 3 x 2 feet, made of paper or light cloth-like material, and not on wood, poles or metal. They cannot be commercial, political or obscene or block views. Banners and flags follow the sign rule: nothing larger than 3 x 2 feet and no poles or sticks. The pages do not mention binoculars.
Medical needs and accessibility
Exceptions to the bag policy are made for all medically necessary items after proper inspection. Guests with special needs can also contact the Jaguars ticket office about accessible seating.
Security screening and arrival
All ticket holders and belongings are searched, by walk-through magnetometer, wand or pat-down. Items cannot be checked at the gates, and refusing a search means you are denied entry without refund. Tobacco products, e-cigarettes and chewing tobacco are prohibited.
Bag storage and lockers
Self storage lockers are at Gate 1. The small ones are 11 inches wide, 6 inches tall and 15 inches deep, and the large ones are 11 inches wide, 12.5 inches tall and 15 inches deep. The Jaguars are not responsible for lost or damaged items.
Jaguars games and other events
The Jaguars page and the stadium page apply the NFL policy to Jaguars games. They give no separate list for concerts or other events, so check the event page for your date.
