Bag policy in detail
Approved bags are clear plastic, vinyl or PVC bags up to 12 x 12 x 6 inches, a one-gallon clear freezer bag, and a small non-clear bag up to 4.5 x 6.5 inches in any style, fanny packs and cross-body bags included. Each family member, children too, can carry a clear bag and a clutch. Backpacks are listed as non-approved bags, along with tote bags, mesh bags, tinted plastic bags and purses. Purses are not approved. Any non-clear bag that meets the 4.5 x 6.5 inch size is allowed, whatever the style.

Food and drink
Outside beverages are not permitted inside the stadium. Fans may bring small food items for personal consumption. They have to be in a factory-sealed bag or a gallon-sized clear bag. Coolers and ice chests are prohibited, small soft-sided ones included.
Cameras and electronics
For Browns games, cameras and video cameras are allowed if they do not interfere with other fans, and the images cannot be used commercially. For concerts and other events the event sets the rule, and most do not allow professional or video cameras. The pages do not mention power banks. Battery-powered hand warmers and heated jackets are allowed if the batteries are removable. Drones are prohibited. The pages do not mention camera lenses, tripods, laptops and tablets.
Strollers and family items
Strollers are not permitted. They can be checked at the Bag Check Tent at the southwest corner. Diaper bags, nursing bags and medical bags are permitted after inspection at the medical exception entrances at the Southwest or Southeast Canada Dry City Club entrance. Diaper bags must come with a child of appropriate age.
Umbrellas, blankets and comfort items
Umbrellas are not permitted, for safety and line of sight. They can be checked at the Bag Check Tent. Blankets are permitted, and you are asked to shake one out at the security checkpoint. Seat cushions are prohibited.
Signs, flags and fan items
Banners and signs are welcome if they are in good taste, do not block views or stadium signage, and carry no commercial messages, logos or political endorsements. Signs on poles or sticks, or made of wood or metal, are not permitted. Binoculars are permitted, but a binocular case has to comply with the bag policy. The stadium suggests wearing them around your neck. The pages do not mention flags, and the prohibited items graphic bans sticks, poles, bats and clubs.
Medical needs and accessibility
Diaper bags, nursing bags and medical bags are permitted after inspection at the medical exception entrances, at the Southwest or Southeast Canada Dry City Club entrance. Diaper bags must be with an appropriately aged child.
Security screening and arrival
All fans are searched, and final approval of items rests with security and venue management. Fans cannot leave and return on the same ticket, except in a medical emergency. Management can deny any item as a security or operational risk.
Bag storage and lockers
Non-approved bags can be stored at the Bag Check Tent at the southwest corner of the stadium. It opens when the gates open, and bags must be collected within 30 minutes after the event. It costs 20 dollars per bag, credit card only, and umbrellas and strollers can be checked there too.

The page says permitted items may vary for concerts and non-football events, and to check the event page. Camera and banner rules also vary.
