Short answer
TD Garden strongly discourages bags and allows only small ones up to 6 by 4 by 1.5 inches, clear or not, plus diaper and medical bags. Outside food and drinks are banned, but empty plastic bottles up to 32 ounces are allowed at Bruins and Celtics games. Bag check costs 15 dollars.

Bag policy in detail
To keep entry quick, TD Garden strongly discourages guests from bringing bags to events. If a bag is necessary, small bags, clutches, crossbodies and wristlets are permitted. Bags, including clear bags, should not exceed 6 by 4 by 1.5 inches.
Exceptions are made for diaper bags, breast pump bags, bags needed for medical purposes, and bags provided at purchase from the Boston Proshop. Diaper, breast pump and medical bags get a visual search and x-ray screening, and the A-Z guide says diaper bags should be no larger than 14 by 14 by 6 inches. Every permitted bag is subject to visual or x-ray screening.
The arena asks you to contact Customer Service 24 hours before the event if you want to arrange for additional accommodation. Guests with prohibited items are not let in.

Food and drink
Outside food and beverages, alcohol included, are not allowed at any time, and you have to get rid of them before you go in. TD Garden does not check in or store food or drink. Guests with dietary needs because of a medical condition or religious requirement should contact the arena.
Empty plastic water bottles up to 32 ounces are allowed at Bruins and Celtics games, and not at concerts or other events unless the arena says otherwise. Glass and metal bottles and cups, stainless steel and aluminum included, are not allowed. Courtesy cups of tap water are free, and there are water bottle refill stations on Level 4 and Level 7.
Cameras and electronics
Small point-and-shoot and disposable cameras with an optical zoom of 5x or less are allowed. Digital SLR cameras, professional cameras and any camera with a detachable lens are not. Video recording devices such as GoPros and camcorders are prohibited, with phones as the exception. At concerts the promoter can deny any camera.
Tripods, monopods, drones, selfie sticks, and any stick or pole of any size are prohibited. So are laptops and tablets. Portable chargers are allowed if they meet the bag policy, and you can rent one at a ChargeFuze station.
Strollers and family items
Strollers can be brought to events if necessary, but they are not allowed on the concourse or in the seating. They have to be checked at the Guest Services Office on Level 4, near Loge 4, and the arena is not responsible for lost, stolen or damaged strollers.
Diaper bags and breast pump bags are allowed with screening. Baby changing stations are in most restrooms.
Umbrellas, blankets and comfort items
Umbrellas that do not collapse to 12 inches or less are prohibited. The pages do not mention blankets or seat cushions, and with bags limited to a very small size, you would carry those by hand.
Guests are welcome to bring a pair of binoculars.
Signs, flags and fan items
Signs 11 by 14 inches or smaller that follow the Code of Conduct are allowed. The arena can confiscate signs that are not event-related, are too big, or carry indecent or derogatory content, political statements or commercial references. Signs and banners cannot be hung or displayed in a way that blocks anyone's view or advertising signage, and none can be on a pole or stick. Some events ban signs altogether.
Large banners, flags, artificial noisemakers, glow sticks and glow jewelry, laser pointers, and non-medical helmets or headgear are prohibited.
Medical needs and accessibility
Bags needed for medical purposes are allowed, and they get visual search and x-ray screening. Guests who need extra accommodation can contact Customer Service at 617-624-1331, 24 hours before the event if possible.
Wheelchair or walking escorts can be requested in advance, 72 hours before the event, or on arrival at Elevator 1.
Security screening and arrival
All items brought into the arena are subject to inspection, and prohibited items may be confiscated and not returned. Guests are asked to allow extra time when they arrive.
Guests cannot exit and re-enter the building after their tickets are scanned. Smoking is not allowed in the arena.
Bag storage and lockers
Oversized bags, over 6 by 4 by 1.5 inches, can be stored at the Event Bag Check next to the box office on Level 1, east side of North Station. It costs 15 dollars, opens two hours before an event and stays open until an hour after it, and hours may vary.
The A-Z guide says TD Garden has no area to check coats or other belongings, and the policies page says it provides no lockers. The Event Bag Check is the storage option the policies page describes, so confirm it for your event.
Games, concerts and other events
The water bottle rule differs by event: empty plastic bottles are allowed at Bruins and Celtics games and not at concerts or other events unless the arena says otherwise. Camera, sign and general admission rules can also vary by event.
