Short answer
AT&T Stadium allows clear totes up to 12 by 6 by 12 inches, one-gallon clear storage bags and a small clutch up to 4.5 by 6.5 inches. Backpacks, fanny packs and seat cushions are banned, and so are food and beverage containers of any kind. Lockers sit in Silver Lot 5 and Blue Lot 9.

Bag policy in detail
Approved bags are a clear tote up to 12 by 6 by 12 inches, a one-gallon clear storage bag and a small clutch up to 4.5 by 6.5 inches, which can be carried separately or inside an approved bag.
Prohibited bags include purses larger than a small clutch, backpacks, briefcases, camera bags, cinch bags, computer bags, coolers, fanny packs, luggage and seat cushions. Binocular cases are out too, though binoculars can be worn around your neck. An exception is made for medically necessary items after inspection at a gate designated for that purpose.

Food and drink
Food items and bottles, cans, thermoses and beverage containers of any kind are on the prohibited list. Alcohol is prohibited too, and the stadium treats an attempt to bring it in as a Code of Conduct violation that can mean a revoked ticket, ejection or arrest.
Cameras and electronics
Compact still cameras are permitted. Cameras with a lens longer than 3 inches, detachable or not, are prohibited, and so are video cameras and GoPros, tripods, monopods, selfie sticks and drones. Handheld AM and FM radios are allowed for personal use if they are no larger than 12 by 6 by 12 inches.
The pages do not mention laptops, tablets or power banks.
Strollers and family items
Umbrella-style strollers can go under your seat. Larger strollers are checked at the concierge desk inside Entry E or Entry K. Diaper bags are an exception to the bag rule, after inspection.
Umbrellas, blankets and comfort items
Seat cushions are prohibited. Chairs, stools and other seating devices are prohibited too. The pages do not mention umbrellas or blankets.
Signs, flags and fan items
Signs have to be handheld and related to the event. Signs or flags on sticks, or larger than one person can hold, are prohibited. Noisemakers and footballs are on the prohibited list as well.
Masks are permitted if they are not offensive or a weapon, and the page says to wear them only at your seat. Costumes are generally permitted, but they cannot copy event personnel, such as the Rowdy costume at Cowboys games, or cause damage to the stadium.
Medical needs and accessibility
Medically necessary items are allowed after proper inspection at a gate designated for this purpose. The same exception covers special needs such as diaper bags.
Security screening and arrival
All persons and their belongings are subject to search. Pyrotechnics and smoke devices are prohibited inside and outside the stadium. For some events, re-entry is permitted if you scan out at the designated exit and go through security again.
Bag storage and lockers
Guests with bags that do not meet the policy can use lockers from The Mobile Locker Company in Silver Lot 5 and Blue Lot 9 for Cowboys games.
Cowboys games and other events
The locker and costume notes are written for Cowboys games, and re-entry is allowed only for some events. Check the page for your event.
