Short answer
NRG Stadium follows the NFL clear bag policy: a clear bag up to 12 by 6 by 12 inches, a one-gallon bag, and a small clutch up to 4.5 by 6.5 inches. Outside food and drink, seat cushions, diaper bags and cameras with lenses over 3 inches are banned. Small umbrellas that fit under the seat are allowed.

Bag policy in detail
The pages allow a clear bag, a one-gallon clear zip-seal bag, and a small clutch up to 4.5 x 6.5 inches with a clear option. The policies page gives the clear bag size as 12 x 6 x 12 inches, and the prohibited items page writes it as 12 x 12 x 6 inches. All other bags are prohibited. The prohibited items page lists bags and backpacks larger than 4.5 x 6.5 inches. The policies page says bags must be clear within 12 x 6 x 12 inches, so only a clear backpack in that size could qualify. A small clutch no larger than 4.5 x 6.5 inches is allowed with a clear bag, with or without a strap. Larger purses are not.
The pages also still use the old Reliant Stadium name in places. Because they disagree on details, check the Texans' bag policy page before you go.

Food and drink

Video cameras and cameras with lenses over 3 inches are prohibited. Cameras with lenses over 3 inches are prohibited. Unmanned aircraft systems and radio-controlled model aircraft are prohibited. The pages do not mention power banks. Handheld fans with batteries are prohibited. The pages do not mention tripods, laptops and tablets.
Strollers and family items
Strollers are not prohibited, but the Texans ask guests to leave them out because of tripping hazards. Limited storage is available at the Guest Experience booths. An exception is made for medically necessary items after proper inspection. Diaper bags are on the prohibited list.
Umbrellas, blankets and comfort items
Umbrellas are permitted if they are small enough to be stored under your seat. Oversized umbrellas are prohibited. Seat cushions are prohibited. The pages do not mention blankets.
Signs, flags and fan items
Banners can be 2 x 3 feet and flags 3 x 5 feet if they do not block views. Sticks and poles are prohibited. Flags can be up to 3 x 5 feet if they do not block views. Flag poles, sticks and poles are prohibited. The pages do not mention binoculars.
Medical needs and accessibility
An exception is made for medically necessary items after proper inspection. Diaper bags are not permitted.
Security screening and arrival
The Texans reserve the right to confiscate anything that does not follow the policy. Smoking, e-cigarettes included, is not allowed in the seating area or on the concourses, and designated smoking terraces are on the Field, Club and Upper levels.
