Short answer
Target Center allows only bags up to 5 by 9 inches, plus diaper and medical bags that are searched, and larger bags for breast pumps if you alert security. Backpacks, strollers, outside food and drink, flags and laptops are banned. Reusable plastic drinkware with a lid, tablets and collapsible umbrellas are allowed.

Bag policy in detail
Permitted bags are no larger than 5 x 9 inches, plus diaper bags and medical bags, which are subject to search. Purses larger than 5 x 9 inches and suitcases are prohibited, and the arena has no item check. Backpacks are on the list of prohibited items. Small wallets or clutches 5 x 9 inches or smaller are permitted. Purses larger than that are prohibited.

Food and drink
Reusable plastic drinkware with a lid is permitted. Glass or metal beverage containers are prohibited, and so are outside food and beverage. Outside food and beverage are not allowed. Foods or juices needed for medical reasons, and milk or formula for infants, are permitted. Coolers are prohibited.
Cameras and electronics
As a general rule, video cameras and still cameras with detachable lenses, or lenses of 3 inches or longer, are prohibited. The policy varies by event, and camera cases are prohibited. Cameras with detachable or interchangeable lenses, or lenses of 3 inches or longer, are prohibited as a general rule. Tripods, monopods and selfie sticks are prohibited. Drones are prohibited. Computers, laptops and laptop cases are prohibited. Tablets, e-readers and cell phones are on the permitted list. The pages do not mention power banks.
Strollers and family items
Strollers are not permitted inside Target Center. Diaper bags and medical bags are permitted and searched. Larger bags are permitted for a portable electric breast pump, but you have to alert security first.
Umbrellas, blankets and comfort items
Collapsible umbrellas are permitted. Full-length golf umbrellas that do not collapse are prohibited. The pages do not mention blankets and seat cushions.
Signs, flags and fan items
Posters and signs under 11 x 17 inches are generally allowed, pending tour or promoter approval. They must be handheld, not on sticks or poles, not lit, and not block anyone's view. Rules vary by event. Flags are on the list of prohibited items. Binoculars in a cloth case are permitted. Binoculars in a hard plastic case are prohibited. The arena rents binoculars at Guest Services for many events.
Medical needs and accessibility
Diaper bags and medical bags are permitted and searched. If you have a portable electric breast pump, larger bags are permitted, but alert security first or you will be told to return the bag to your vehicle. Guests with a medical issue can call Guest Services at 612-673-1380 ahead of time.
Security screening and arrival
Security decides the method of screening, which can include metal detectors and searches of bags, jackets and clothing. The arena has a no re-entry policy for all events. Cigarettes, vapes, lighters and electronic cigarettes are not allowed inside.
Bag storage and lockers
Target Center does not offer an item check. It asks that prohibited items be left at home or in your vehicle.
