Short answer
Wembley Stadium allows one small bag per person, no bigger than A4: 297 by 210 by 210 millimeters. Every bag is inspected, and bigger ones are refused unless you hold a medical exemption certificate. Food, alcohol and hard bottles are banned, but one soft clear plastic bottle up to 500 milliliters is allowed.

Bag policy in detail
Each person can bring one small bag, and it must not be bigger than A4: 297 millimeters high, 210 millimeters wide and 210 millimeters deep, which is 11.7 by 8.27 by 8.27 inches. The size is the overall bag. A bag that is half full and folded over to look smaller will not be accepted.
Anyone carrying a bag that does not meet the size will not be allowed in. Handbags count as your one small bag, so a handbag has to be smaller than A4. A phone or camera can be carried in without its own bag, as long as you have only one bag in total.
Anything you buy in matchday merchandise comes in a clear plastic bag and is allowed in. If you buy merchandise outside the stadium, the bag is sealed and you should not break the seal until you are inside. The stadium says its restricted bag policy is different from the NFL Clear Bag Policy.

Food and drink
Food, drink and alcohol are on the restricted items list, and the FAQ says food is not permitted. The exception is water in a soft plastic bottle: empty, crushable, clear bottles of 500 milliliters or less, without tops, are fine to bring in.
You can fill that bottle at one of the free refill stations inside the stadium. Hard plastic, metal and glass bottles are not allowed, and neither are aluminium containers, cans and flasks. The FAQ says guests may bring one such bottle of water for most events.
Cameras and electronics
A phone or camera can come in, but not in its own bag. Large-bodied cameras, professional cameras and recording devices are restricted, and the page says that applies to any camera with interchangeable lenses.
Selfie sticks, laptops and tablets are on the restricted list, and so are unauthorised drones and transmitting devices. The pages do not mention tripods or power banks. Some events set stricter camera rules, so check the event guide.
Strollers and family items
Prams and pushchairs are on the restricted items list and are assessed for each event. The pages do not say where one can be left, and they do not mention nappy bags or baby food, so contact the stadium before a match if you are bringing a baby.
Umbrellas, blankets and comfort items
Large umbrellas are restricted, and the page does not give a size. A compact umbrella that fits in your A4 bag is the safe choice.
The pages do not mention blankets or seat cushions. Everything you bring has to fit your one bag or pass inspection.
Signs, flags and fan items
Flag poles longer than 1 metre are restricted, and so is any national flag that does not belong to a competing international team. Signs or items with corporate or inappropriate branding are restricted, and for concerts there are no posters bigger than A3.
Air horns, flares, smoke devices, laser devices, frisbees, poles and unlicensed musical instruments are not allowed. Motorbike helmets and darts are restricted too.
Medical needs and accessibility
The stadium makes exceptions for medical equipment and a few other things, but you must get permission in advance. Contact the stadium before the event day and choose Medical Exemption Certificate as the topic. If you are eligible you get a certificate to show to security, and your bag is still searched and may be x-rayed.
Accepted proof includes a disability living allowance statement, Personal Independence Payment, the Access Card, a registration as blind or partially sighted, a War Disablement Pension letter, or a letter from your hospital specialist. The list is not complete, and each application is judged case by case. Service dogs and guide dogs are allowed, and other animals are not.
Security screening and arrival
All items and bags carried by spectators and staff are inspected on the way in. That can include electronic wanding or a pat down. Bags are checked at an outer cordon, and a bag gauge is used if there is a question about size.
Re-entry is not permitted once your ticket has been scanned. The stadium also says the restricted items list may change without notice, so look at the page before each visit.
Bag storage and lockers
The pages we read do not describe bag storage, lockers or a cloakroom. Because bags above A4 are refused at the cordon, plan to leave a larger bag at home or where you are staying.
Football, concerts and third-party events
The stadium is owned by The Football Association, but not every event there is run by the FA. The Carabao Cup Final, the Play-Off Finals, non-football sports and concerts are not FA events. Their organisers may have their own prohibited items lists, which override the stadium list and are sent to ticket holders.
The bag policy page also says it is subject to change per event. For one concert on the page, only mobile phone cameras are permitted, and all other cameras are prohibited. Check the event guide for your date.
