Short answer
Rogers Centre allows bags up to 16 by 16 by 8 inches for Blue Jays games, though fans are discouraged from bringing any. Outside food in a soft container and plastic bottles or cans up to 600 milliliters are allowed. Hard-sided coolers, glass or metal bottles, folding chairs and selfie sticks are not. There is no bag storage.

Bag policy in detail
To speed up entry, fans are discouraged from bringing bags into the stadium. Soft-sided bags such as diaper bags, medical bags and small purses or knapsacks are allowed, but hard-sided cooler bags and containers are not. Any bag larger than 16 by 16 by 8 inches is not permitted, under Major League Baseball security rules.
Every bag is thoroughly inspected. MLB-approved bins are used at inspection points, and a bag and its contents have to fit without help, changes or adjustment. The Blue Jays can refuse any item they find hazardous, inappropriate, offensive or suspicious.
These rules are for Blue Jays games. The bag policy for other Rogers Centre events varies from event to event.

Food and drink
Fans can bring outside food if it is wrapped, bagged or in a container to avoid spillage. The container has to follow the bag policy, meaning soft-sided and small enough to fit under your seat.
Plastic bottles or cans holding 600 milliliters or less of non-alcoholic drinks are allowed, and you are asked to remove the tops before entry. Plastic bottles over 600 milliliters, glass bottles, and metal or stainless steel bottles are not allowed. Outside alcohol is strictly prohibited.
Cameras and electronics
At Blue Jays games, cameras and iPads or tablets are welcome for still photography, as long as they do not interfere with other fans' enjoyment. Professional cameras with a detachable lens longer than 3 inches, body mounts, monopods, tripods, selfie sticks and audio or video equipment are not allowed. Video cameras are allowed in, but recording game footage is strictly prohibited.
At other Rogers Centre events, cameras are welcome for personal still photography, but video cameras, iPads and filming of the event are prohibited. Restrictions can vary from event to event. The pages do not mention laptops, and they list Rogers portable chargers you can sign out at kiosks around the ballpark.
Strollers and family items
Strollers and wagons are welcome, but all of them have to be checked at the nearest designated check area to your seats. You cannot store one in your seat, at the top of the aisle or anywhere on the concourse that is not designated. The Blue Jays encourage fans to limit the size of their strollers or wagons, and folding ones are strongly encouraged.
Weekday and weekend storage points are listed on the page, spread across the 100, 200 and 500 levels. The ballpark has an infant feeding room, baby change stations in the washrooms and multi-purpose washrooms.
Umbrellas, blankets and comfort items
Umbrellas larger than 12 inches in length are prohibited. Stools and folding or collapsible chairs are not allowed either.
The pages do not mention blankets or seat cushions. The stadium bans throwing objects, seat cushions among them, around the seating areas.
Signs, flags and fan items
The Blue Jays welcome homemade banners and signs. They cannot interfere with the game or other fans, cannot carry disparaging, commercial, political or obscene messages, and cannot block or cover building signage. Sticks, including signs attached to a stick, are prohibited.
Noisemakers, musical instruments, pressurized air horns, laser pens, frisbees, beach balls and other inflatable objects, including helium balloons, are prohibited. So are squirt guns, full face masks and mascot costumes.
Medical needs and accessibility
Soft-sided medical bags are allowed within the bag limit. Animals are not allowed, except documented service animals, and the stadium points to its accessibility page for its service animal and support animal policies.
The pages do not describe a separate medical bag process, so contact the stadium before the game if you carry supplies that do not fit the bag limit.
Security screening and arrival
All fans entering the stadium are subject to a search by the security team, and all camera equipment is inspected. The Blue Jays and Rogers Centre are not responsible for lost or stolen belongings.
There are no in and out privileges. Fans who leave the building, including to smoke, are not let back in, and exceptions are handled through fan service locations. Rogers Centre is a smoke-free building, and that covers vapour and electronic cigarettes.
Bag storage and lockers
No bag storage is available at the ballpark. Strollers and wagons are the exception, and they go to the designated check areas. Skates, hoverboards, skateboards and scooters can be checked at the gate when you enter.
